It was established in 1712 (the 38th year of King Sukjong's reign) to commemorate Jeong So, a jinsa (holder of the first-level civil service examination degree) during the reign of King Myeongjong of the Joseon Dynasty. The Confucian scholars of Suncheon, including Jo Gu-nyeon, Yoo Chaek, and Im Jin-sang, initiated the proposal and built it on the site of Cheongsahyeon, which was Jeong So's former residence, as a shrine to enshrine Jeong So's older brother Jeong Ja and his close friend Jo Dae-seong together. Originally named Cheongsasa after Jeong So's pen name, it was located at Cheongsahyeon in Jeojeon-dong, present-day Suncheon. It was demolished and its rituals were suspended due to the Seowon Abolition Decree of 1868. In 1958, with cooperation from Confucian representatives such as Jo Chang-ryeol of the local hyanggyo (Confucian school) and descendants of the Yeonil Jeong clan including Jeong Un-ho, the shrine was rebuilt at its current location in Jorye-dong, and its name was changed to Goksu Seowon. Unlike the time of Cheongsasa, only Jeong So and Jo Dae-seong are enshrined after the reconstruction. In front of Goksu Seowon, a beautiful square-shaped pond has been created.
